During his recent tour of the Middle East, former U.S. President Donald Trump finalized major deals with the United Arab Emirates (UAE) and Saudi Arabia regarding the export of artificial intelligence (AI) chips and the development of technological infrastructure. These partnerships, involving companies like Nvidia, AMD, and OpenAI, have raised concerns in the U.S. Congress about national security and the possibility of China indirectly accessing these advanced technologies. Sam Altman, CEO of OpenAI, called these criticisms "naïve," highlighting the strategic advantages of these deals for the United States.

The agreements allow the UAE to import up to 500,000 of Nvidia's most advanced AI chips annually, starting in 2025. These deals mark a significant shift from the previous administration, which had imposed restrictions on the sale of high-end AI chips to certain Middle Eastern countries, including the UAE and Saudi Arabia, to prevent sensitive technologies from reaching nations with close ties to China. The new administration has lifted these restrictions, believing the strategic benefits outweigh the potential risks.

Concerns About Security and Technological Proliferation

Despite assurances from the companies involved, U.S. Congress members, such as Democratic Senator Chuck Schumer, have expressed concerns about the possibility of these advanced chips being diverted to China. They point out the lack of clear rules on how the UAE and Saudi Arabia will prevent China's access to these technologies. The House Select Committee on the Chinese Communist Party has also warned of potential vulnerabilities in these deals, in the absence of new regulations on chip exports.

Sam Altman, responding to these criticisms, stated on social media: "It was an extremely smart thing to do, and I'm sorry that naive people are causing you trouble." He emphasized that these deals strengthen the U.S. position in the global AI race and help counter China's growing influence in this field.
